Tsebo has always been supported by Siyakha, as an ESD specialist and have worked in ESD incubation, graduation program, and development for more than 25 years. A formal JV has been formed between Tsebo and Siyakha to continue building strong and sustainable community engagement opportunities for local businesses through meaningful partnerships/ collaboration with like-minded business partners and clients with the aim of creating a real legacy of upliftment in the communities operate in.

Our process for social engagement
There has never been a more important time for social cohesion and social stability. Business, in South Africa, carries enormous responsibility for the communities that surround their operations. Often, the municipal IDP is not implemented or achieved, due to a lack of planning, resources, or capacity, and this places an even greater burden on companies to ensure that communities are supported in their need to survive and prosper in increasingly uncertain times. Socio-Economic baseline studies fulfill multiple purposes in that they:
- support stakeholder engagement within the area;
- they manage the expectations of communities who, in many instances confuse Municipal responsibilities for business responsibilities;
- they support an inclusive approach to development planning that considers the existing norms and protocols within each community, and
- they provide a transparent view of the ‘now’ so that the impact of interventions can be tracked into the future.
Our community engagement teams conduct door-to-door research within the identified communities and capture information on tablets to upload information that can then be analyzed, collated, moderated and presented into detailed research. In order to ensure that the results are not challenged, this will be compared to the most recent information of the Municipality to report and compare on differences in information, as well as alignment with the municipal IDP. Certain research findings will be sampled and re-tested in order to ensure the accuracy of information. The community leaders, traditional authorities and other stakeholders are engaged upfront to create trust and support for the process.
Solution Design

Across each of the Tsebo service disciplines, we establish
- Current skills levels required training, and individuals that can be employed in the catchment area
- Current small businesses across each of the Tsebo businesses that can subcontract into or supply Tsebo in services, within the catchment area
- Development pathways to ensure that we have a long-term view on development to meet the standards and requirements for quality
- From this process, we will be able to present business with a strategy that considers the integration of the community into each of our services in the short, medium, and long-term, as well as value-added services that could be managed by Tsebo such as development centers to provide skills, learning and capacity building
Catering ESD Partnerships
A Hybrid Development Plan was created for this contract – our TsAfrika team offered mentorship and training to the 3 employee entrepreneurs under Khulanathi with Siyakha running certain training modules.

- Skills development learnerships to be rolled out in June 2022.
- 1% CSI spend on ESD/SED projects for year 2 to be rolled out – monthly client engagements taking place.
COVID-19 Relief Support
Thorburn Security Solutions partnered with Thungela and donated 6000 face masks and 240 litres of hand sanitizer to twelve schools in the Govan Mbeki and Emalahleni Municipalities. Each school received 500 face masks and 20L hand sanitizer.
Enterprise Development Support
Two SMMEs (Phehla Konke Trading & Blagmor (Pty) Ltd) from the Steve Tshwete and Emalahleni Municipalities were identified as our ED Beneficiaries to receive grant funding of R100k each.
Phehla Konke Trading and Projects – Steve Tshwete Municipality
Is a 100% black owned catering service provider specialising in event/functions. Tsebo’s grant funding enabled business growth.
Blaqmor (PTY) Ltd – Emalahleni Municipality
Is a 100% youth owned proudly South African brand specialising in genuine high quality leather production. Tsebo provided grant funding towards purchasing of raw material and equipment to help grow the business.
TFS ESD PARTNERSHIPS & Projects
Illovo – subcontracting and local procurement required
- Subcontracting
- Landscaping and Gardening services identified for SMME contracting – Client to select the SMME service provider
- Illovo ESD Head involved in the process – Project manager allocated to work with Tsebo.
- Local Procurement
- Catering and Cleaning divisions are working on identifying potential SMME suppliers for each site out of the 8 mills serviced
- Illovo to share their ESD beneficiary SMME list for review and potential alignment with Tsebo supply chain.
Sun City – ESD support is a requirement
- To establish a skills hub to offer L&D courses to employees and the community.
- To target local Artisans for the “Man in the Van” project under the Tsebo Phakiso program – skills transfer for electricians, plumbers etc.
Astron – Enterprise development and local employment is a requirements.
- Meeting held with Dunoon Local Business Forum to engage on Tsebo processes and potential opportunities through local procurement.
- Cleaners are to be sourced from local communities – An employment agency is currently used.
